There are equations for this in population genetics. You can think of this as a related rates problem, like water flowing into a bucket from a faucet and leaking out the bottom through a hole. The actual level of bad mutations in the population at any given time is the result of the balance of these two, like the water level in that bucket.

Increase the rate of mutations, and you expect the water level to rise a bit in that bucket before you get to a new equilibrium. Make selection more effective at removing mutations widen the hole at the bottom of the bucket and you expect the water level to go down a bit before reaching a new equilibrium.
